I think the curtain heading you are thinking of may be a frilled top - does it even fall over to the front of the curtain? You attach 1" gathering tape about 5-7cm down from the top of the curtain, then either leave it standing as a frill, or more likely from your description, make it 15-20cm deep and stuff it with net to make a puffed effect. You can also make a deep frill with 3" tape that flops down to the front of the curtain. Get hold of the Merrick & Day book Encyclopaedia of Curtains and there are instructions of how to make all of these headings.
